Monitoring of energy efficiency and energy policies
The CoSi Monitor brings clarity to Switzerland's energy transition. It tracks national and cantonal energy policies and links them to changes in energy consumption and efficiency across sectors. By combining policy insights with data-driven energy-use indicators, the Monitor helps researchers, decision-makers, and the public understand progress and where further action is needed in Switzerland’s energy transition.
Energy Efficiency Monitoring
The Monitor builds on the well-established Odyssee-MURE framework, which provides harmonised indicators and analyses of energy efficiency trends and policies across Europe. Through CoSi, the energy efficiency monitoring includes:
- Annual ex-post analyses of energy savings achieved so far.
- Trend analyses to identify underlying drivers and assess whether current progress is enough to meet future climate and energy targets.
- Investigation of societal trends that can influence energy demand, such as changes in consumption behaviour, “sufficiency” practices, rebound effects, or energy poverty.
The data covers three main areas of energy use:
- Heating: type of heating system, energy consumption for heating and hot water.
- Electricity: energy usage by different types of electrical appliances.
- Mobility: vehicle type and efficiency, usage (e.g. kilometres driven), and related mobility behaviour.
Policy Monitoring
In parallel, CoSi Monitor tracks and evaluates energy policies at both the national and cantonal level. It uses data from Odyssee-MURE (for national policies) and the Clean Energy Index Switzerland (CEIS) for cantonal policies. This allows users to:
- Compare policies by sector and region.
- Assess the effect of policy measures on actual energy savings and energy-use trends.
- Monitor whether Switzerland is on track to meet its energy and climate targets.
- Identify which measures work and where further action might be needed.
Outcomes
Switzerland Country profile, published 2025
The country profile for Switzerland provides a structured overview of energy efficiency trends and policies. The profile synthesises harmonised indicators across sectors (industry, transport, households and services) and reviews key national policy measures, placing Switzerland’s performance in a European context and supporting evidence-based policy assessment.
